I would like to upgrade the mirror to 0.4.3.

Is there a rsync package for 0.4.x as there is for 0.3.x?
Can't seem to find it on the mirrors.

There is no rsync package because it is just one file. But it is included in the non-package section of the 04x series.
As for waiting for 0.4.4, it is pretty much ready for release and I will most likely release it this month. I was hoping to get the Romanian language pack for the system finished and tested before releasing it. But at present it is on hold for a while until Casian Colcher has some more free time to finish the last few files.
